Some ingenious critic might say, "Isn't the hum of the airconditioner not enough?" He has a point actually. That being said, the most practical way of having white noise is for everybody to shut up and let the aircon do its secondary duty. Easier said than done though. Besides, those white noise experts online do not recommend utilizing common office equipment as white noise generators.
In the end, regardless which sound masking process you or the department decide on, what is the plus side of having static run in the building speakers? It is supposed to improve your concentration, thus making you more productive and make you relaxed at the same time with this therapeutic whoosh.
